Stakeholder Advisory Forum lens reviews

National Highways' Stakeholder Advisory Forum (SAF) comprises organisations with an interest in active travel, heritage, ecology, planning and rail. The SAF reviews proposals for major works to Historical Railways Estate structures, ensuring that schemes take account of stakeholder and community feedback, and opportunities for repurposing.

The work of the SAF is partly informed by 'lens reviews' which National Highways' engineers produce to outline options for works on relevant structures. Links to lens reviews for the structures so far considered by the SAF are provided below.

BRP/8 Barrowland Lane bridge

This bridge carrying the former Bridport Railway over Barrowland Lane featured on National Highways' list of at-risk structures published in December 2020. It was earmarked for demolition, which remains one of the options.

DAK/73 Kilwinning abutments

These abutments to the north-east of Kilwinning formed part of the bridge which carried the Kilmarnock-Dalry railway over the B778. They featured on National Highways' list of at-risk structures published in December 2020 and were earmarked for demolition, which remains one of the options.

GTB/78 Paisley Road West bridge

This bridge carrying Paisley West Road over Glasgow's former General Terminus Branch featured on National Highways' list of at-risk structures published in December 2020. It was earmarked for infilling, which remains one of the options. There are no concerns about the structure's capacity; infilling is an option to address issues of anti-social behaviour.

PMJ/8 Clifton Hall Tunnel

This tunnel hosted the former Clifton Branch and collapsed catastrophically in 1953. It is substantially infilled and the proposal is to complete the work.

MAR/40 Ulverscroft Road bridge

This two-span bridge carries Ulverscroft Road over the former Marefield Junction to Leicester Belgrave Road line. One of the proposals is to infill one of the spans.
